Peace and quiet will never been consistent which means poor sleep because of the paper thin walls, cheap loud flooring and heavy-handed loud residents with surprise "guests" that become regular tenants not listed and paid for on the lease.
You can tell what room your neighbors are in everyday. That is how thin the walls are. The apartment building is also decaying and if there was an earthquake I'm sure this building would fall to the ground as there has been no maintenance on the cracking roof and structure.
Heavy turnover and they don't choose tenants based on longevity. In order to keep tenants and stop turnover you have to select quality tenants which goes beyond if they can afford to settle for an apartment with no amenities. I don't think they require people to read the lease anymore since people disregard the rules and we have no active or reliable manager to handle issues.
I had a friend that moved out because of noise issues and lack of amenities. They need to make it a habit to send out reminders of the rules automatically to all residents at least twice a year along with the consequences especially with the turnover problem.
