Corrupt Tow-Trucking Business

I've had my car towed in my designated parking space while having the permit be visible by my windshield, with the permit number being visible as well. I had only been parked for a few minutes in an area in which the designated towing time is supposed to be from 10:00 p.m. to 6:00 a.m. and it was way before 10:00 p.m. My neighbor also noted that she saw the permit being visible from my windshield. I even made a phone call while my car was parked and stared at my permit in front of me while making the phone call, so I am 100% sure it was there, making sure it was secured in its place. I then went home for a short time. When I came back outside to do some more errands, I realized my car was gone. I have owned property at my complex for over a year and never had this particular problem before. After nearly 24 hours of waiting to get my car back, I came to find out that the business MOVED and had NO working phone number unless you jumped through a few loops just to find it! They are not listed through 411 and have no legitimate business address, using the address of another business in Riverside just to pose as a legal entity. They run their towing company from a lot with no label and no office, and the paperwork is done in the front seat of a darkly-tinted car. The receipt also has no business address and, of course, due to lack of an office or business sign there is also no business license to be found!
