What a SCAM!

I put in an order 6 months ago and sent back 3 authorizations, one included a couple more dollars for whatever reason and still has not received my order. My last postage was sent out back in November and haven't got anymore authorization letters, instead, they're sending me their sales ads trying to sucker me into throwing more money at them. How can they be getting away with this and why no ones reported them yet? Idk
